To assemble the tool you absolutely want to have the ferrule in place before setting the tool in the handle. Turn on the lathe and check to see that the handle runs true. Making your own tool handles on the lathe is a really fun projects.
You will need to turn off the lathe and back the drill bit out every inch or so to clear chips. Use the tailstock hand crank to feed the drill bit into the handle. It amounts to turning a spindle drilling a hole to accept the tool and then using epoxy to hold it in place.
Put the bit against the handle into the hole from the center and turn the lathe on slow speed. Advance the live center to engage the center hole on the waste end of the tool handle. Place the handles pilot hole against the bit bring up the tailstock and lock it.
There should be little or no ghosting at the ferrule end. Add an oil finish if you like but rub it out good with the lathe spinning. It is standard practice to add a ferrule or the equivalent for extra strength where the tool joins the handle.
